Who is FLAG?

The association Fisheries Local Action Group (FLAG) “High Western Rhodopes: Batak—Devin—Dospat” is a voluntary, independent organization with non-profit aims for the implementation of activities benefiting the public in accord with the Law for Civil Entities with Non-Profit Aims.

FLAG is a form of public-private partnership (PPP) with participants from the municipal, private, and commercial sectors.  It implements activities in the Fisheries sector, as well as in social economic sectors within the municipalities of Batak, Devin, and Dospat.   

In the period from November 2009 to December 2010, the creation of a PPP in the fisheries region was realized in order to apply the main principles of the territorial approach for development.  These principles are:

  • “bottom-up” decision making process
  • provision of openness and transparency in the creating of a PPP
  • balanced representation of the interests of the three sectors and three municipalities

The bodies of the association in accordance with the FLAG’s charter are:

  • General assembly- the supreme authority, composed of the 12 founders of the FLAG
  • Management council- the managing authority, featuring 7 representatives of the PPP
  • Supervisory council- the supervisory authority, made up of 3 representatives of PPP

The association has the following auxiliary bodies for discussion of main decisions connected with the activities of FLAG through which to ensure the participation of key stakeholders in their activities.
